Highly motivated Human Rights Advocate with extensive knowledge on child rights and law.

Responsibilities

Mrs. Edghill-Stuart is tasked with many responsibilities; among some are training stakeholders on the Juvenile Justice Act 2018 and bringing awareness on the spirit and intention of the Act. Further, she is tasked with administration of the facilities where juveniles are placed.                                                     

Additionally Mrs. Edghill-Stuart ensures the core issue related to children in conflict with the law receives separate and different treatment from their adult counter-parts in criminal processes due to their vulnerability and limited capacity, as they are still in a formative stage of development.

She further ensures that the system should is responsive to the child’s care and developmental needs in order to ensure that children are reintegrated back into their communities as law abiding citizens, giving priority to any action respecting the child’s best interests.

Bar Membership

Admitted to the Bar to practice in the Courts of the Co-operative Republic of Guyana on the 13th October, 2011.

Joan Ann Edghill-Stuart is currently Deputy Director of Juvenile Justice (Administration).

According to Art. 5 Beijing Rules “The juvenile justice system shall emphasize the well-being of the juvenile and shall ensure that any reaction to juvenile offenders shall always be in proportion to the circumstances of both the offenders and the offence”.
